Highway drainage from footpaths, drains, and roads is a separate charge that water companies also charge companies, as part of their water bill.

Although there is a case for these charges being paid directly by road users there is government legislation that prevents this. The British government commissioned a report published in 1998 titled ‘Water charging in England and Wales’, which indicated they had no plans to update this legislation.

Surface Water Drainage

If your business pays for surface water drainage as part of your water bill as a site area charge, it is usually based on an estimated area which might be incorrect.

Some areas which drain naturally, such as grass areas, might not have been considered as part of the calculation. Additionally, soakaways may already be installed or can be built in areas such as car parks to eliminate areas used for the calculation. Fee Reduction and Rebates

It’s worth checking if the water from your property drains into the public sewer or a soakaway. If surface water does not drain into the public sewer, you may be entitled to a reduction in your surface water fee and possibly a rebate for any historical water bill already paid.

When was the business water market deregulated in England?

On April 1st 2017, the business water market in England became deregulated under a programme created by the UK government known as ‘Open Water’ led by three organisations, the Water Services Regulation Authority (OFWAT), the Department for Environment, Food & Rural Affairs (DEFRA) and Market Operator Services Limited (MOSL).

What is the difference between surface water drainage and highway drainage?

Surface water and highway drainage are separate items on your water bill. The highway drainage charge covers water that drains from public roads into the public sewer. Surface water drainage is the charge for water that drains from privately owned properties into the public sewers.

How do I know if I have a soakaway?

Check rainwater pipes from your property to see if they connect to the public sewer.
By checking if you have a septic tank as properties without access to the public sewer for foul water will often have soakaways installed for surface water drainage.
Check the Title Deeds of your property with the relevant local authority planning department.

How do I find my water meter number?

Your water meter will have a unique serial number known as your water meter number. The meter is, normally, found outside your property, in a small chamber under a metal or plastic cover. Sometimes it may be located next to the stop tap for your property.
